You will need inkscape to run synthpanel designer

Open Inkscape.
Put the following files here
Preferences > System: User extensions
. After a restart of Inkscape, the new extension will be available under the menu EXTENSIONS -> RENDER -> Synth Panels Designer.
Inkscape is a vector graphics program.
